THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This notice is a market research tool being utilized to determine interest and capability of potential sources prior to issuing a formal solicitation. This IS NOT a Request for Offerors or Proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse contractors for any cost associated with responding to the request. 
The General Services Administration (GSA), Public Building Service (PBS), Chicagoland Service Center Operations Division (CSCOD) is seeking qualified exterior building envelope consultants that can demonstrate expertise with: 1) Roofing/Envelopes/Foundations/Site Condition 2) Non manufacturer-specific  best practices engineering and design; 3) Owner's Representative  Services.
 
The North American Industry Classification System (NAICS) Code for the proposed acquisition is 541350 (Building Inspection Services), with a corresponding size standard of $7,500,000. Interested parties must be registered under NAICS 541350 in SAM (System for Award Management) at www.sam.gov. 
CSCOD, as the primary steward for GSA's Chicagoland building portfolio; and with respect to facilities maintenance and operations; will focus specifically on the exterior building enclosure systems conditions. The first areas of focus are roofing systems, followed by envelope systems, foundations & site assemblies.
 
The anticipated initial project launch is approximately 8-10 Building Envelope Assessments per year over the next three years, for a total of 24 -30 studies. To expedite project start-up for these initiatives -and to optimize the "fit" between various projects, budgets, and the firms ultimately selected to complete the work - CSCOD expects to establish a "repetitive service contract" with approximately seven (7) firms who will serve as CSCOD’s Building Envelope Assessment  Service Providers over the next three (3) years.
 
Building Envelope Assessments - Scope & Expectations
 
Building Envelope Assessments are one step in capital project development at GSA Region 5. The scope of work for each Building Envelope Assessment will include each building's exterior assemblies & conditions including the roof, envelope system, foundation & site conditions with all associated amenities & appurtenances. This work will include site investigation & documentation, review of original documents & studies. Consultants will deliver complete reports including research, investigation sources, findings/recommendations, narrative report based upon research and physical examination documenting existing conditions and causes of deterioration, and strategic approaches & costs for addressing identified issues.

Qualifications
Envelope Consulting Firms will exhibit & provide, but not limited to, the following:
• Demonstrate a deep understanding of and experience with strategic facilities planning for clients with portfolios in excess of 1 million square feet, and with a focus on capital renewal and deferred maintenance programs;
• Verifiable experience in projects with complex logistics, such as multiple tenant occupied buildings
• Include registered roofing & envelope consultants, forensic consultants, architects and structural engineers
• Demonstrate experience evaluating building envelope conditions on early to late twentieth-century structures;
• Exhibit a wide knowledge of roofing system types, exterior enclosure systems including curtain wall, glass & glazing systems and  in an understanding of the associated appurtenances including flashings,  sealants and glazing types;  .........
• Illustrate recent or current work for peer Institutional/Commercial  clients;
• Provide consistent, quality staffing across the three-year period
• Provide consistent, competitive rates across the three-year period.

Instructions to applicants
Firms interested in this project as an Exterior Envelope  Consultant shall provide verifiable projects; a minimum of five & not more than ten; successful examples that demonstrate experience in delivering facility envelope consultations that are ongoing or have been completed within the last five years that are similar in size, scope, complexity as described herein & as follows:
• The name and location of the project;
• A general description of the project and the type of work performed by your firm;
• The name, address, email address, phone number, and contact person for the project owner;
• Key staff from your firm involved in the project;
• Nature of time and schedule constraints;
• Management of relationships with owners, users, and contractors; and
• A summary sentence or statement indicating how the study/project helped the institution meet its strategic goals.
 
Each response shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible small businesses that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Responses to this announcement will not be returned, nor will there ensuing discussions or debriefings of any responses. 
 
Firms are asked to submit 1) Market Research Questionnaire and 2) Project Experience Form (for each project example). Limit submissions to fifteen pages. All eligible firms responding to the Sources Sought must ensure their response is complete and sufficiently detailed to allow the Government to determine the firm's qualifications to perform this requirement.
