Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Mr. Yozo Hiraiwa for support of the United States (U.S.) Japan Intelligent Transportation System (ITS) Joint Research Program. This will be coordinated through the fellowship program developed by the U.S. and Japanese governments. Mr. Hiraiwa will play a key role for the timely and effective exchange of information and coordination between the United States and Japan in the area of ITS, connected vehicle systems, automated vehicle research and related transportation programs.
 

In compliance with the Cooperative Agreement between USDOT RITA and the Japanese Ministry of Land, Infrastructure, Transportation, and Tourism (MLIT), Mr. Hiraiwa, was competitively selected within MLIT to serve a 22 month fellowship in the U.S., and is considered the only source that can provide services through the exchange fellowship program.

 

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
