OVERVIEW

This is a Request for Information (RFI)/Sources Sought announcement only. This is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this announcement is to gain knowledge of potential qualified businesses interested and capable of providing up to two FTE janitorial personnel to the Consolidated Mail Outpatient Pharmacy (CMOP) facility located in Leavenworth, KS. This RFI/Sources Sought is part of the market research being conducted to locate qualified, experienced and interested potential sources for supporting the CMOP. Based on market research, the Government will determine whether or not the requirement warrants a set aside for small business and the overall acquisition strategy and socioeconomic set-aside possibilities to address regulatory requirements concerning Veterans First requirements. For the purpose of this RFI/Sources Sought announcement, the North American Industry Classification System (NAICS) code is 561320 with a size standard of $30M.
SERVICES
The facility is seeking Housekeeping services for a Monday thru Friday work week, with the possibility of weekends. There is a possibility that future workload may deem the situation necessary for the addition of extra personnel, and notice will be given to the Contractor as far ahead as possible. The current Federal holidays include:
New Year s Day, Labor Day, Martin Luther King Day, Columbus Day, Presidents Day, Veterans Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day
Although Federal holidays are typically not worked, based upon the needs of the Government, the Contractor shall be required to provide adequate coverage for holidays worked and will typically be informed by the COR as far in advance as possible.
The Contractor shall provide services to include, but not limited to the following:
Sweep, Mop, and vacuum floors, dusting, wiping, and sanitizing surfaces
Collection of cardboard from production areas and throwing in baler for recycling
Cleaning bathrooms, wiping walls, mopping, sanitizing, and restocking paper products and supplies as needed
Sweeping and dusting surfaces under conveyor belts and production machinery, as well as removing trash and cleaning of working areas
Cleaning of break rooms-- sweeping, mopping, emptying trash, dusting, cleaning microwaves
Vacuuming of administrative offices, dusting, cleaning windows and window ledges
Operate powered cleaning equipment as needed, cleaning smoking area, emptying trash, picking up parking lot trash, and wiping down walls in smoking area to clean and sanitize area
Cleaning of refrigerators, cleaning inside of shelves and sanitizing, stripping, waxing, and buffing of floors as needed
Cleaning schedules will be determined and agreed upon with Contractor prior to implementing work.
Contractor shall be responsible for having enough staff trained on job requirements to allow coverage for sick employees, and ensure that there will always be adequate coverage, as per the needs of the facility. In the event of staffing shortages, Contractor shall have a contingency plan in place to be able to provide support services as needed for up to a period of 4 hours. Contractor shall ensure that employees are on time, productive, and free from distractions throughout the tenure of the contracted period. Contract personnel shall help maintain equipment to ensure that it remains in good working condition, and any maintenance needs shall be reported to the COR and followed up with documentation of requests. To meet the requirement for sanitation from Joint Commission (JC,) the Contractor shall use products provided by VA to include 3M cleaning products and chemicals. It shall be the responsibility of the Contract employees to properly use all applicable safety techniques to include placement of wet floor, and applicable caution signs while mopping and wet floors are present. These signs will be provided by the Government and should be kept clean, organized and removed when areas are safe for normal operations to resume.
Although most of the work to be performed is to be inside the building, there still may be the need for periodic work to be conducted outside the building. These situations typically include picking up of trash along property lines and parking lot areas, cleaning of outdoor smoking area, and changing out outside trash receptacles. Occasional work in outside environment may periodically be needed for minor snow and/or ice removal or treatment. Contractor shall make sure that appropriate clothing is always worn, and in accordance with established policies and guidelines. All different types of weather situations may be present and all attempts to keep employees safe, warm, and dry should be taken.
To assist the Government in identifying potential sources, the respondents will need to provide a documentation that sufficiently addresses their organization s qualifications, ability to perform as a prime contractor for the services required.B Documentation will need to include the following:

Company name, address, and DUNS number;
Company point of contact to include phone, fax, and e-mail information;
Company s socioeconomic status (e.g. small business, service disabled veteran owned small business, large business)
Number of employees as defined by the Federal Acquisition Regulation (FAR) Part 19.101 and (f) the amount of annual receipts as defined by the Federal Acquisition Regulation (FAR) Part 19;
Contract numbers, along with points of contact for the contracting officer and contracting officer s representative of recent (within the last 24 months) contracts you have held of the same or similar size and scope as what is presented in this sources sought notice;
Detailed explanation speaking to your company s capability and experience in providing janitorial staffing for the Leavenworth, KS geographic region and how any vacancies will be addressed.B Provide specific examples of experience your organization has in had speaking to the requirement.
