This is a combined synopsis/solicitation for Janitorial Services prepared in accordance with FAR Subpart 6.205 (a) and (b) - Set-asides for HUBZone Small Business Concerns, and FAR 19.1305 - HUBZone Set-Aside Procedures, as supplemented for the express purpose of obtaining janitorial services under a firm fixed price subcontract as indicated herein. The solicitation, incorporated provisions and clauses are those in effect through FAR and Federal Acquisition Circular FAC 2005-8, "Item II-Management and Oversight of the Acquisition of Services." The solicitation number is LAJCC-2015- RFP-03. The primary NAICS Code 561720 for Janitorial Services is applicable. LAJCC may require separate pricing and services from a HUBZone; NAICS code 561730 to provide general grounds keeping/landscaping services on an interim basis to supplement our workforce. This requirement is a Total HUB-Zone set-aside and only qualified offeror's, registered in the System Award Management (SAM) database, may submit proposals.

Description:
The YWCA of Greater Los Angeles operates the Los Angeles Job Corps Center (LAJCC). The YWCA is under contract with the U.S. Department of Labor (DOL), Employment and Training Administration and the YWCA/LAJCC is requesting proposals to provide janitorial service support under the resulting subcontract which is being placed on behalf of the "Employment Training Administration" of the DOL.


The LAJCC is required by the Department of Labor to provide a safe and clean environment for the students to learn and live in. The successful subcontractor will provide janitorial services to one "Leed Silver" building, with the normal hours of operation being Monday through Friday, 7:00 a.m. to 5:00 p.m. excluding Government holidays. The estimated total occupancy on a daily basis averages approximately 350 students and 62 staff members.


The Subcontractor shall perform the cleaning services (7) days per week and subcontracting responsibilities shall include the requisitioning, purchasing, receiving and storing of all cleaning, sanitary supplies and equipment. The Contractor shall perform all the services identified in the statement of work and subcontractor personnel will be required to work nights and weekends as specified in the Request for Proposal.

The offeror's proposal will be evaluated to determine if the proposal is responsive and the proposer is deemed responsible. A cost and/or price analysis will be conducted based upon the pricing data submitted by the offeror to determine if a fair and reasonable price can be negotiated.

The Offeror must maintain a valid, State of California business license. This solicitation requires offeror's be registered in the System Award Management (SAM) database prior to award, pursuant to FAR 4.1102. Information can be found at www.sam.gov.

The projected start date for this subcontract is November 1, 2015. All offers submitted must be valid for 90 days from the closing date for this solicitation. No exceptions or qualifications.

The place of performance for this subcontract shall be: Downtown Los Angeles, California. Offeror's must attend the mandatory Pre-proposal conference/job walk in order to submit a proposal.
