The Transportation Security Administration (TSA) intends to solicit quotations from small businesses in Historically Underutilized Business Zones (HUBZones) to perform Janitorial Services for TSA occupied space at the John Wayne Airport (SNA), 18601 Airport Way, Santa Ana, CA 92707. The contractor will provide janitorial maintenance services, seven (7) days a week, 365 days a year, for approximately 30,254 square feet of TSA-occupied space. The secure and non-secure service areas include: TSA occupied checkpoints, baggage screening areas and the transportation security officer (TSO) breakrooms. Contractor employees will be required to meet all TSA and airport security screening requirements which includes passing criminal history, background, and fingerprint checks.


Pursuant to Federal Acquisition Regulation (FAR) 19.501, this acquisition will be a HUBZone set aside and will be conducted in accordance with FAR Subpart 12 and 13.5 Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 561720 "Janitorial Services". TSA intends to award a firm fixed price contract with one (1) base year and four (4) one-year option periods on a competitive basis to one responsive and responsible Quoter. The apparent awardee shall be considered responsible as defined within the meaning of FAR part 9.104-1.


TSA anticipates this notice will be amended with the solicitation on or about Friday, August 18, 2017. A site visit will take place at 9:00 a.m. (PST) on August 23, 2017. The site visit is MANDATORY and confirmation of attendance must be expressed NOT LATER THAN Monday, August 21, 2017 at 9 a.m. (PST). Interested parties must reserve their space for the site visit by the time and date above by submitting the names to sonia.mclain@tsa.dhs.gov. Please include the name of the company, company representative attending the site visit and contact information, email address and phone number. Only one representative per company is permitted to attend the site visit. Attendees will gather at the John Wayne Airport, lower level, between terminals A and B, by the large John Wayne statue. Prospective Quoters are hereby notified that future information about this acquisition, including subsequent amendments, will only be available on the Federal Business Opportunities website www.fbo.gov . Prospective Quoters are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. Prospective Quoters offering a response to this solicitation must ensure that they are registered, active, and current in the Systems for Award Management (SAM) database http://www.sam.gov.


No copies of the solicitation will be provided at the site visit. No technical or contractual questions will be answered nor will any additional instruction be provided at the site visit.
