JSTARS Aircrew Training Device
This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/HBKAA intends to award a contract up to 36 months including FAR 52.217-8 Extension of Services Clause incorporated in support of the Aircrew Training Device (ATD) for the JSTARs E-8c fleet. The JSTARS Simulator ATD contract, FA8529-15-C-0001, includes engineering services and contract logistics support (CLS) for training simulators utilized by the U.S. Air Force for required flight simulation certifications. This contracting effort is sole source to Rockwell Collins CAGE 00WX8. The proposed period of performance starts on 5 August 2017 up to 4 February 2020. Rockwell Collins is the sole proprietor of the data and hold the licenses required to complete this effort without experiencing a serve gap in combat readiness. The government does not own the data rights for the system, therefore the government intends to award through 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1. The applicable NAICS code is 541511. All responsible sources may submit a capability statement, proposal, or quotation, which may be considered by the agency. In accordance with AFI 16-201 for this contracting action, the participation of foreign contractors is not permitted.
