AFLCMC intends to solicit and negotiate, on a sole source basis, a 3 year IDIQ contract to meet the requirements in the support for the Model 527 Radar Test Set and the Joint Service Electronic Combat Systems Tester (JSECST) AN/USM-670 and AN/USM-670A for Department of Defense (DoD) United States Navy (USN) and Electronic Combat International Security Assistance Program (ECISAP) Foreign Military Sales (FMS) customers. The government intends to solicit Textron Systems Electronic Systems, 124 Industry Lane, Cockeysville, MD 21030 for the services described herein. CAGE code 97384.  The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1). The Government does not own or possess rights to re-procurement data to facilitate competitive procurement of the instant sustainment services from any other source.

 

The instant contract is anticipated to be awarded as a definite contract type instrument with provisions of for Firm Fixed Price and Cost-Plus Fixed Fee Contract Line items (CLINs).  The estimated award date is February 2020.  A solicitation, number FA8523-19-R-0041, will be issues on or about December 2019.  This proposed contract is for 3 years.

 

The place of contract performance will be at Robins AFB, GA 31098.

 

The proposed contract action is for supplies or service for with the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement of submit proposals. This notice of intent is no a request for competitive proposals. 

 

However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government.  A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

 

The RFP will NOT be posted at www.fedbizopps.gov (NO TECHNICAL DATA AVAILABLE).
