The Jet Propulsion Laboratory (JPL), an operating division of the California Institute of Technology (Caltech) staffed with Caltech employees, is a Federally Funded Research and Development Center (FFRDC) under the sponsorship of the National Aeronautics and Space Administration (NASA). Contracts with JPL are funded by NASA and are subcontracts under a NASA prime contract with Caltech.

BACKGROUND: The Caltechs JPL is planning on recompeting the subcontract for JPL Security and Fire Protection Services. The Security and Fire Protection Services is currently operated and maintained by Centerra Services International, Inc. under subcontract to JPL. The Subcontractor is responsible for the overall and day-to-day operations of the Jet Propulsion Laboratory (JPL) Security and Fire Protection Services including, fire, security, emergency management, and related training.
The current subcontract is Firm Fixed Price Non-Research and Development Subcontract with Subcontract Work Orders (SWOs). The majority of work under this Subcontract will be performed as firm fixed price. The nature of the work will occasionally require contingency support under firm fixed price SWOs. It is contemplated that this format will be used for the successor subcontract. This subcontract is due to expire in 2020.


This is not a solicitation announcement. This is an RFI only. The purpose of this RFI is to gain knowledge of potential qualified sources, their business classifications (i.e., Small, HUBZone, Woman-Owned, Small Disadvantaged, Veteran-Owned, Service-Disabled Veteran-Owned or Large Business) relative to NAICS Code 561612 and 922160. JPL is looking into potential qualified sources who are able to perform security and fire protection services, or who have entered into teaming arrangements or joint ventures in past procurements with other entities, or potential qualified sources interested in teaming arrangement or joint venture should indicate the same. This will help us assess small business, teaming, and joint venture feasibility. Responses to this RFI will be used by JPL to make appropriate Acquisition decisions.


BRIEF DESCRIPTION OF THE SCOPE:


SECURITY SCOPE: Provide protection of life, property, and equipment; deter and stop illegal entry onto JPL; protect against sabotage, espionage, destruction, terrorism, theft or robbery; provide periodic checks of classified document control points; staff fixed posts, mobile patrols, and foot patrols covering JPL Oak Grove Site and Woodbury Site.


FIRE SCOPE: Provide all necessary fire, hazmat, emergency medical and rescue service personnel, equipment and supplies for JPL Oak Grove Site. Woodbury site provided by the Los Angeles County Fire Department.

ANTICIPATED MANDATORY REQUIREMENTS: The proposer must provide evidence that during the last five (5) years, they were the prime contractor providing both armed security officers for plant security and qualified fire fighters for fire protection services for a continuous period of at least two (2) years on an installation similar to JPL. (An installation a minimum of 75 acres in size with approximately 3,000 personnel and 75 single and multistory buildings that include high-tech laboratories and clean rooms.) The contract must have involved at least forty (40) persons who were direct fully benefit-based employees of the proposer and not Subcontractors or affiliates.


RESPONSE DUE DATE: Please provide documentation (certifications of business size, DUNS #, etc. ) for your company, and any partnering company for this effort, if applicable. The Laboratory anticipates receiving your response to Attachment 1 no later than Wednesday, April 10, 2019.
