The Jet Propulsion Laboratory (JPL), an operating division of the California Institute of Technology (Caltech) staffed with Caltech employees, is a Federally Funded Research and Development Center (FFRDC) under the sponsorship of the National Aeronautics and Space Administration (NASA). As a member of the NASA family, JPL is recognized as the Agency's only FFRDC.

BACKGROUND
To help JPL understand the competitive environment, we invite firms that are or may be interested in competing for this opportunity by informing JPL of your company's interest by responding to this Request for Information (RFI) and RFI Questionnaire with comments.on the areas elaborated below. Please note that this RFI is not complete in terms of requirements, but rather is being used in assisting JPL in refining requirements to maximize competition.


STATEMENT OF WORK
Provide all necessary labor, vehicles, equipment, materials and supervision for the collection, removal and disposal of rubbish / trash at the Jet Propulsion Laboratory (JPL), located in Pasadena, CA. Employees who work on-site at JPL Recycling Center must be U.S. Citizens or Permanent Resident Aliens. Responsibilities include, but are not limited to:
• Food Waste Organic, Compostable Recycling Services
• Recycle / removal of green waste and construction waste.
• Metrics reports
• Assist in hazardous waste disposal (transporting to JPL's hazardous waste disposal facility).

ANTICIPATED MANDATORY QUALIFICATION CRITIERIA
All interested parties and prospective bidders must show evidence of meeting specific mandatory criteria.
• Provide Food Waste Organic, Compostable Recycling Services
• Have access to a Material Recycling Facility (MRF)


WAGE DETERMINATION
General Wage Determinations Issued under the Department of Labor Service Contract Act Employment Standards Administration Wage and Hour Division, as applicable to Los Angeles County applies to this Project.


RE-COMPETE TIMELINE
Below is an estimated schedule that is subject to change:
• Request For Proposal Released August / September 2019
• Effective Contract Start Date January 1, 2020
