This serves to advise industry that it is the intent of the Jet Propulsion Laboratory (JPL) to compete (full and open competition) its Facilities Maintenance and Operations (M&O) Support Services Subcontract, which includes complete maintenance, operations, repair of facilities and equipment, grounds maintenance, and disaster response at the Jet Propulsion Laboratory main facility located at: (1) 4800 Oak Grove Drive, Pasadena, California and (2) Building 600 Data Center, 500 West Woodbury Road, Altadena, California and its associated emergency generator and other peripheral properties (over 170 acre facility with more than 200 buildings and trailers [approximately 2.8 million square feet]).

JPL is an operating division of the California Institute of Technology and is a federally funded research and development center whose core mission is to conduct robotic exploration of space for the National Aeronautics and Space Administration. JPL applies technical and scientific capabilities to the major areas of space science, space technology, space communication and operations and technology and educations.


Specifically, M&O Services will include, but not be limited to a combination of painting; grounds maintenance; landscaping; tree trimming; elevator inspection and maintenance service; roofing repair; plumbing and pipefitting maintenance; electrical including high/low voltage systems and utility service; paved and concrete surfaces and road maintenance; all mechanical, operations, maintenance and repair of building systems; heating/ventilating/air conditioning (HVAC); and rental of facilities maintenance equipment as required. Also included will be maintenance of water distribution system; maintenance of Computerized Maintenance Management System (CMMS); energy planning, energy analysis and energy audit services.


You are notified that JPL actively promotes participation of small business (including small disadvantaged and woman-owned business) in its procurements. To this end, small business participation in the M&O procurement will be assessed as a factor under the management criterion identified as M2.


JPL plans to use an incrementally funded, cost reimbursable type subcontract with award fees for technical, management and cost performance. The award fee provision has been included in the Subcontract to encourage the Subcontractor, through a suitable monetary incentive, to provide the necessary management, equipment, tools, materials, labor and supervision required to achieve an excellent level of work performance.


The subcontract awarded as a result of this RFP will be in effect for three (3) years with the possible award of seven options for one (1) year each. The subcontract awarded as a result of this RFP is scheduled to begin approximately in June 2018. The subcontracts that this effort will succeed, is scheduled to expire on September 30, 2018. A phase-in period is planned between the award of this subcontract and the expiration of the existing subcontract.


All questions made to JPL after the official RFP release date must be received in writing. The questions and answers will be posted on the RFP website. This website will contain the RFP and a continually updated set of all questions and answers pertaining to the RFP, in the form of addendum.


The Jet Propulsion Laboratory invites your organization to submit a written proposal in conformance with the instructions contained in this letter and its enclosures, which comprise the RFP for JPL's acquisition of the subject effort.


To help JPL understand the competitive environment, we invite firms that are or may be interested in competing for this opportunity to respond to this DRAFT Request for Proposal by informing JPL of your company's interest and to comment, question, or recommend on the areas detailed in this draft. Please note that this DRAFT RFP is not complete in terms of requirements.


As a convenience to JPL, you are requested to provide the undersigned, by no later than August 15, 2017, an e mail statement that you do or do not intend to submit a proposal.


This DRAFT RFP does not commit JPL or the Government of the United States to pay any costs incurred in submitting your proposal, making studies or designs for preparing the proposal, or in procuring or subcontracting for services or supplies related to the proposal.


Further, JPL has not yet received funding to support this acquisition and anticipates, but cannot guarantee, that funding will be forthcoming. This DRAFT RFP is being issued at this time in order to maintain project schedule and to allow for timely award of a subcontract if the anticipated funding arrives in a timely fashion.
Please note that proposals will be due October 9, 2017 at 3:00 P.M. Pacific.
