The Jet Propulsion Laboratory (JPL) an operating division of the California Institute of Technology (Caltech) staffed with Caltech employees is a Federally Funded Research and Development Center (FFRDC) under the sponsorship of the National Aeronautics and Space Administration (NASA). Contracts with JPL funded by NASA are subcontracts under a NASA Prime Contract with Caltech.


The California Institute of Technology's Jet Propulsion Laboratory (JPL), is surveying industry to gauge the interest of potential proposers in an anticipated competitive procurement for the one thirty-four meter, multi-frequency, center-fed beam waveguide azimuth-elevation antenna (34m BWG Antenna) and pedestal known as DSS-23. This antenna will be located at the Goldstone Deep Space Communications Complex (GDSCC), Fort Irwin, California.


REQUEST FOR INFORMATION (RFI)
This is not a solicitation announcement. This is an RFI only. The purpose of this RFI is to gain knowledge of potential qualified sources, their business classifications (i.e., Small Business, Woman-Owned, Small Disadvantaged, Veteran-Owned, Service-Disabled Veteran-Owned, HUBZone, or Large Business) relative to NAICS Codes 334220 and 237130. JPL is looking into potential qualified sources who have experience placing mass concrete and erecting antenna structures. Responses to this RFI will be used by JPL to make appropriate Acquisition decisions.


BRIEF DESCRIPTION OF THE SCOPE
The Subcontractor shall provide one (1) thirty-four meter, multi-frequency, center-fed beam waveguide azimuth-elevation antenna (34m BWG Antenna) and pedestal at DSS-23, located at the Goldstone Deep Space Communications Complex (GDSCC), Fort Irwin, California. The subcontractor will be responsible for the following: construction of the concrete foundation, pedestal, electrical, antenna structure and associated mechanical devices, fabrication, shop proof assembly, factory testing, site erection, alignment and testing. The Subcontractor shall furnish all labor, materials, supplies, equipment, tools, machinery, and services necessary to complete the tasks described herein. The following are excluded from this effort: main reflector panels, mirrors, subreflectors, and servos. The aforementioned will be provided by others via JPL (GFE). JPL will provide the excavated hole for the pedestal and ramp installation with sufficient area around the future antenna graded for antenna erection.


ANTICIPATED MANDATORY REQUIREMENTS
• Subcontractor Construction and Installation crew at GDSCC shall be U.S. Persons only
• Subcontractor shall have experience with a similar project in magnitude and complexity within the past five (5) years
• Subcontractor working at GDSCC shall have a California Contractor's License
• Must possess all the financial resources, bonding, and insurance requirements for an effort of this magnitude


RESPONSE DUE DATE
As a convenience to JPL, JPL requests that you provide an email statement of your expression of interest in this effort no later than November 21, 2019 at 3:00 P.M. PST. Please include in your email the following; (1) Company, (2) Address; (3) Point of contact; (4) DUNS number; and (5) Business size. In addition, please list any similar projects that your company has worked on within the past five (5) years.
