The Strategic Sourcing & Innovation CMT of the U.S. Postal Service is seeking construction contractors for an Indefinite Quantity Job Order Contract (IQ JOC) at postal facilities within the State of Nebraska.  Contractors MUST be licensed to perform this type of work in the entire geographic area and must agree to perform work in the entire geographic area.


 


DESCRIPTION OF WORK: 


 


The work includes all labor, materials, equipment and services necessary for a wide range of repair and alteration projects.

MINIMUM REQUIREMENTS:


(1) Contractors MUST be fully licensed to perform construction work in the geographic area, (2) Contractors must have been in the construction business for a minimum of three (3) consecutive years, (3) Contractors must provide proof of bonding with a minimum aggregate dollar amount of $3,000,000 or more, and (4) Contractors must provide one person as a 24/7 contact - name and phone number.


 


JOB ORDER CONTRACT:


 


The Postal Service intends to award one or more Indefinite Quantity (IQ) Construction Contracts to facilitate various capital improvement and repair and alteration projects within the geographic area(s) described herein.  For all awarded contracts, the base term of the contract will be for one (1) year; with five (5) possible one-year options.  The construction cost and performance time for each individual Job Order/Work Order issued under the contract will vary based on the scope of that order and the specific period of performance negotiated.  Construction activities may occur in occupied and operating mail processing facilities (possible 24 hours per day/7 days per week) and in such a case, construction activities must not interfere with mail processing operations.


 


The contract is a unit price standard type arrangement for a one-year period with five possible one-year renewal options.  The initial contract value will be $500,000.  Performance bonds and payment bonds, as well as a Sub-Contracting Plan, will be required from the successful offeror(s).  The contract amount may be increased, by modification and with an appropriate increase in bonding, up to $9,900,000.  The work order amount is typically within a range of $10,000 to $150,000.


 


The Postal Service may award multiple contracts for the geographic area.  Small, minority-owned, and women-owned subcontracting participation is encouraged.


 


PRE-PROPOSAL MEETING:


 A pre-proposal meeting will be held on Thursday, March 14, 2019, at 10am - 12pm local time.

SUBMITTING OFFEROR'S RETURN PACKAGE:


 


Your submittal must be sent via email to the Contract Officer, James A. Fisher, at james.a.fisher@usps.gov in PDF format.  There should be TWO (2) files; ONE (1) PDF file for the Technical Proposal and ONE (1) PDF file for the Price Proposal.  Please make sure your abbreviated company name appears as part of the file name.


 


Submittals will not be returned.


 


All contractors will be advised of their status within 120 days after the solicitation closes.
