The U.S. Army Corps of Engineers, St. Louis District is seeking firms with demonstrated capabilities and experience for construction services necessary for the Jefferson Barracks National Cemetery Historic Wall Rehabilitation & Restoration, US Army Corps of Engineers - St. Louis, Missouri. Description of Work includes the rehabilitation of three historic masonry walls at Jefferson Barracks National Cemetery. Work is to include but not limited to plant growth removal, historically sensitive masonry cleaning, masonry re-pointing, selective historically appropriate masonry replacement, removal and installation of wall and pier caps, iron fence and gate restoration, partial wall deconstruction and reconstruction, drainage improvements, safety guard railing installation, and site restoration. Upon the completion of the project, the site will be returned to its pre-construction condition. This project will require the skills and expertise of historic stone masons and laborers who are familiar with and practice historic masonry restoration adhering to the Secretary of the Interiors Standards for the Treatment of Historic Properties, and are extensively trained in working with historic masonry and lime-based mortars.

Solicitation Number W912P919R0027 will be issued as a Service-Disabled Veteran-Owned Small Business, Competitive Procurement.


The NAICS code for the work is 712120, Historical Sites. The SBA Size Standard is $8.0 Million. The closing date and time for submission of offers will be contained in the solicitation package.


The solicitation will be issued as a Request for Proposal (RFP). There will not be a public bid opening. The solicitation package will be issued on or about 28 October 2019. The Government will not provide paper copies of the solicitation. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps. gov./. For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the posting on FedBizOpps. Telephone, written, facsimili, or e-mail requests for the solicitation package will not be honored.


Potential offerors MUST register at the St. Louis Contracting Division Home page at http://www.mvs.usace.army.mil/ct/ct/ht and/or at www.fedbizopps.gov./ in order to receive notifications and/or changes to the solicitation. Be advised that all interest parties MUST be registered in the System for Award Management (SAM) Database, www.sam.gov in order to receive a contract award. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
