The Army Contracting Command - Redstone Arsenal, AL is issuing this notice to announce the intent to solicit and negotiate with only Raytheon/Lockheed Martin Javelin Joint Venture for FY18-22 Javelin ENGINEERING SERVICES on solicitation W31P4Q-18-R-0077. Market research, via issuance of a sources sought notice on FedBizOpps.gov posted on 14 June 2017, concluded that only one responsible source is available to satisfy the requirements. The sources sought notice was listed with solicitation number W31P4Q-17-R-0002 with NAICS code to 336414. A justification under the authority of FAR 6.302-1 has been approved for the projected Javelin Program requirements of FY18-26.

The purpose of the ENGINEERING SERVICES requirement is to maintain a specified state of operational readiness of the Javelin Weapon System for the Department of Defense users and foreign military sales customers. The services to be provided by the contractor include: maintain and upgrade the required performance of the system and its operational readiness and availability. Engineering Services efforts are limited to those Government-directed non-repetitive investigation, inspection, analysis, evaluation, design, documentation, fabrication, and testing tasks that are not required to deliver hardware items under Javelin production contracts or to provide hardware supportability under Life Cycle Contractor Support (LCCS) contracts. This includes all engineering activities which extend past production, and which include operations and maintenance supportability activities not already covered under existing (LCCS) contracts, cost reduction initiatives, all test sets, and Human Systems Integration (HSI) initiatives.


This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by the response date listed in this posting. The Government has the sole discretion as to whether or not to permit competitive proposals for this requirement based on the responses received to this notice. The procedures in FAR Part 12 will not be used for this requirement.
