PRE-SOLICIATION SYNOPSIS, NOTICE OF INTENT TO AWARD SOLE SOURCE

The U.S. Army Contracting Command - Redstone is issuing this notice to announce the intent to solicit and negotiate with Raytheon/Lockheed Martin Javelin Joint Venture for JAVELIN FULL RATE PRODUCTION per solicitation No. W31P4Q-17-R-0030 for FY19-20. Sole source justification is authorized pursuant to FAR 6.302-1.


Purpose and Limitations: The purpose of the JAVELIN FULL RATE PRODUCTION requirement is to maintain a specified state of operational readiness of the Javelin Weapon System for the Department of Defense users and foreign military sales customers. The product to be provided by the contractor includes: Javelin Block 1 missiles, CRI Command Launch Unit Retrofits, Outdoor Trainers, Outdoor Trainer Instructor Stations, Battery Coolant Unit Spares, Tripods, Round Re-Tubes, JVL-E, and non-recurring equipment support for the U.S. Army and various foreign military sales customers.


This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by the response date listed in this posting. The Government has the sole discretion as to whether or not to permit competitive proposals for this requirement based on the responses received to this notice. The procedures in FAR Part 12 will not be used for this requirement.
