The U.S. Army Corps of Engineers - New England District is issuing a Combined Synopsis/Solicitation Notice for Janitorial Services at the Otter Brook Lake Project Site (Keene, NH) and the Surry Mountain Lake Project Site (Surry, NH). This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and Request for Quotation (RFQ) W912WJ-17-Q-0034 has been issued.

THE WORK CONSISTS OF: Contractor must furnish all equipment, materials, labor and transportation necessary to clean the project office, garage, gatehouse and restrooms at the Otter Brook Lake Project Site (480 Branch Road, Keene, NH) and Surry Mountain Lake Project Site (108 Surry Dam Road, Surry, NH). Services are to be provided in accordance with the Scope of Work; performed in a timely, and professional manner and to the satisfaction of the Project Manager (PM) and/or assigned Technical Point of Contact (TPOC).

The estimated period of performance of the resulting contract will be 01-FEBRUARY-2017 through 31-JANUARY-2018. In addition, the government may exercise two (2) optional periods within the same scope of work; with an additional twelve (12) month period of performance for each option. The estimated cost of this procurement is between $25,000 AND $150,000.


This combined synopsis/solicitation will be available on or about 17-JANUARY-2017 with an anticipated quote due date of 27-JANUARY-2017 and an estimated award date of 31-JANUARY-2017. The RFQ will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). In order to view this RFQ, prospective contractors are required to self-register their firm with Federal Business Opportunities (Go to http://www.fbo.gov and "register now" under Vendor/Citizens). Amendments, if any, will be available at this site. Registrants are responsible for the accuracy of the information on the registration list.


This procurement is set-aside for small business vendors. The applicable NAICS code is 561720 with a Small Business Size Standard of $18 MILLION. All responsible sources may submit a quotation which will be considered by the New England District.


Contractors must be REGISTERED and ACTIVE in the System for Awards Management (SAM) database (www.SAM.gov) to be eligible for award (formerly the Central Contractor Registration (CCR) database and the On-Line Representations and Certifications (ORCA).

SAM.gov registration takes approximately 3 weeks (DUNS registration 1-2 business days; CAGE code validation up to 10 business days; IRS validation and overall submission 7-10 business days). It is the contractor's responsibility to track SAM.gov registration and follow-up with required tasks. SAM.gov registration does not have to be "active" to be able to submit a quote. However, contractors must have an active record before a contract award can be made. If SAM.gov registration is not completed in a timely fashion in accordance with the SAM.gov timelines, the Government reserves the right to disqualify the quote in accordance with FAR 52.204-7(d).
