Irradiator Maintenance
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a training database subscription. The compliant product is available solely from Hopewell Designs, Inc., as the specific maintenance required is on a Hopewell irradiator and NAVSEA policy prohibits work on these types of items by anyone other than the original manufacturer or a company certified by the manufacturer. The NAICS code is 811213 and the business size is $11.0 million.
The proposed purchase order is being solicited on a sole-source basis to Hopewell Designed, Inc. The proposed action is for servicing irradiator units, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: NAVSEA policy prohibits work on these types of items by anyone other than the original manufacturer or a company certified by the manufacturer. The NSWCCD intends to award a firm fixed-price purchase order to Hopewell Designed, Inc. using Simplified Acquisition Procedures.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than noon (12:00PM) 25 September 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 12:00 PM on 09/25/2018 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
