The Texas Education Agency (TEA), on behalf of the State Board of Education (SBOE) and the Texas Permanent School Fund (TPSF) is seeking proposals from qualified investment advisory firms, companies, or business entities in order to select one firm to manage a passive Morgan Stanley Capital International (MSCI) ACWI (All Country World Index) Index ex USA (net dividends) long-only index portfolio.
The investment objective of this $4 billion (approx.) mandate is a separately managed portfolio that will match or exceed the investment returns of the benchmark index. The international equity index portfolio will participate in a securities lending program managed by the Permanent School Funds securities lending agent.
Firms submitting proposals must be Registered Investment Advisors with the Securities & Exchange Commission (SEC) and have demonstrated experience in similar engagements with large institutional clients, endowments, or foundations. TEA reserves the right to award contracts to more than one firm providing investment management in order to obtain service that is in the best interest of the TPSF.
Proposals must be received in the Purchasing & Contracts Division of the Texas Education Agency by 3:00 p.m. (Central Standard Time), Thursday, August 28, 2008 to be considered.
