Seeking firms to prepare an investment grade feasibility study for combined heat and power cogeneration facilities at Water Pollution Control Plant, a City-owned wastewater treatment facility serving a resident population of approximately 550,000 people. The consultant will investigate the economic, operational and environmental feasibility of optional schemes for replacing aging digester gas driven engine pumps, including the option to install electric motor driven equipment in combination with a new combined heat and power plant to provide electric power supply to the pumps and blowers and process heat to the wastewater plant. The consultant also will evaluate related facilities such as emergency generators, electrical systems, interconnection facilities, fuel supply, digester gas collection, stacks, and other critical systems for each optional scheme.
