1.    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2.    Solicitation number is N6945019R0020 and is being issued as a Request for Proposal (RFP).

3.    The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-01effective January 22, 2019.

4.    The associated NAICS code is 115310 and the associated PSC code is F105 for this procurement.

5.    See Attachment 1 for a list of services, items, quantities and units of measures as applicable.


6.    The Naval Facilities Engineering Command South East (NAVFAC SE) intends to award a $4,000,000.00 Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contact for Herbicide Application in the NAVFAC SE Area of Responsibility (AOR). Any resultant contract will have a five year ordering period. The government intends to make a single award of a firm fixed-price (FFP) indefinite delivery indefinite quantity (IDIQo)o contract to the Lowest Price Technically Acceptable (LPTA) offeror.

a. Description of Requirement: Please Attachment 1: Performance Work Statement (PWS)

7.    Delivery and acceptance will be NAVFAC SE Area of Responsibility (AOR) as described in the PWS and will be specifically detailed in individual task orders.

The provision at FAR 52.212-1, Instructions to Offerors b Commercial applies to this acquisition and is incorporated by reference. The provision is amended. Please see Attachment 2: Clauses for details.

9.    Provision 52.212-2 EvaluationbCommercial Items applies to this acquisition. Award will be made in accordance with FAR Subpart 13.5 to a responsible offeror who provides the Lowest Priced Technically Acceptable offer. Please see Attachment 2: Clauses for details.

10. All Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications b Commercial Items with its offer.

11. Clause 52.212-4 Contract Terms and Conditions b Commercial items, applies to this acquisition.

Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders b Commercial Items, applies to this acquisition along with the applicable FAR Clauses. Please see Attachment 2: Clauses for details.

14. There is no applicable Defense Priorities and Allocations System (DPAS) and assigned rating to this requirement.

15. A complete proposal (technical and price) shall be emailed to Preetam Soomai at preetam.soomai@navy.mil on or before Monday, July 29, 2019 at 3 PM (EDT). Any proposals received after Monday, July 29, 2019 at 3 PM hours (EDT) will be late and not evaluated for award.


Questions/Request for Information (RFI): All questions regarding this requirement are required by 9 July 2019. Questions submitted after this date will be answered at the Governmentbs discretion.

Applicable Wage Determinations will be included in individual task orders.
