 The Oklahoma Air National Guard intends to award a sole source, firm fixed price contract to Advantor Systems Corporation.  The requirement is for the Installation of Advantor Intrusion Detection Systewm (IDS).  Components must maintain full functionality with already owned/installed software and hardware.  Advantor IDS will tie into the existing infrastructure which is solely compatible with Advantor systems.


 In the absence of qualified sources, a contract will be awarded under the other than Full and Open Competition procedures, pursuant to FAR 13.106-1(b) (1).  Telephonic inquiries will not be accepted.  This is not a request for competitive proposals.  The decision not to compete this requirement is within the discretion of the Government.  Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. 


 All qualified sources must respond in writing not later than 2:00PM CST, 17 February, 2017 and submitted via email with confirmation of receipt to: kurt.a.ennis.mil@mail.mil and mitchell.w.spaulding.mil@mail.mil


 Contractors must have a current registration with the System for Award Management (SAM) with Online Representation and Certifications Application (ORCA) at http://www.sam.gov


 Justification and Approval for Other than Full and Open Competition Brand Name - Advantor


 1. Contracting Activity: The contracting agency responsible for this action is the Will Rogers Air National Guard Base Contracting Office, Oklahoma City, Oklahoma.


 2. Description of Action: STATEMENT OF WORK

Building 1050:


Expand the current IDS system to include phase 2 of the controlled area. This would include the need for 3 additional HSS for the doors, 5 PIR motion detectors, and an additional keypad.


Add a CCTV system that with an internal monitoring station and recording device with approximately 7 cameras. Add a new IDS system to 2 separate controlled areas, separate from the controlled area in cited above. Items needed could include 2 keypads, 4 PIR motion sensors, and a control panel.


Installation of all items will be needed as well.


Building 1040:


Room E153 and Vault: Upgrade old IDS systems with 2 zones that can be controlled separately. This could include 1 new keypad, and 4 new motion sensors.


E158: install new IDS system; 1 keypad, 1 motion sensor, and control panel. (This room can tie into room E153 system and become a 3rd zone if possible.)


ALL SYSTEMS SHOULD CONNECT BACK TO 137TH SFS BDOC FOR MONITORING PURPOSES.


 Vendor to field verify all required components/equipment for funtionality to tie into current operating systems.


 3. Description of Supplies/Services: Procure and install Advantor IDS components and upgrades. Vendor to supply approximate lead time for installation in days post date of award.


 4. Authority Cited: 10U.S.C 2304(c) (1), FAR 6.302-1, Advantor, is the "Original Equipment Distributor" for this purchase. Therefore they are the sole source facility to provide this type of equipment, giving the Federal Government unmatched quality and pricing.


 5. Reason for Authority Cited: Advantor IDS equipment is used by the 137th Intelligence Squadrons for securing facilities.


 6. Efforts to Obtain Competition: Advantor is the only authorized repair source for maintenance and repair of Advantor IDS Equipment effort was made to identify other contractors by posting on Federal Business Opportunities (FBO) using J&A.


 7. Actions to Increase Competition: No actions to remove barriers to competition will be taken as Advantor is the only company that provides these services without voiding the manufacture warranty and increasing cost substantially to the government of standalone non-compatible systems


 8. Market Research: The 137th Civil Engineer Squadron has tried to find other sources for this type equipment; but no other providers were found that offered this specialty product.


 9. INTERESTED SOURCES - Advantor is an approved GSA vendor and provides the Air National Guard with a piece of equipment that meets the needs of the 137th Intelligence Squadrons. This equipment meets the installations needs and would provide the lowest cost to the end user.


 The selected Offeror must comply with the following commercial item terms

selected offeror must submit a completed copy of the listed representations

following clauses: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37,

Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
