This is a Solicitation Notice for the GeoSLAM internal space surveying equipment (or Equal) requirement which is to be procured in accordance with FAR parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued.


This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2019-05, Defense Federal Acquisition Regulation Supplement Change Notice (DPN) 20190628, and Air Force Acquisition Circular (AFAC) 2018-0525.


The 90th Civil Engineer Squadron (90 CES) at F.E. Warren AFB, WY has a requirement for the following GeoSLAM internal space surveying equipment (or Equal):


- ZEB-REVO RT Solution inc. GeoSLAM Hub Software, and Silver Support
- ZEB-CAM kit
- Spherical Targets Kit Pro
- 14.V lithium ion battery for ZEB-REVO RT
- 12V Battery Charger for ZEB-REVO RT


All equal items must have the following salient characteristics:
- Unit must be mobile (hand-held)
- Unit must be able to collect indoor LIDAR points in a 360 degree angle from the unit while walking or probing under or over objects
- Unit must be able to collect at least 40,000 points per second with a minimum 3D Measurement accuracy of 15mm or greater
- Unit must be able to collect data up to 30 meters from the unit
- Unit must use a wired connection to transfer the data from the unit to the storage device
- Unit output must be a standard LAS file compatible with AutoCAD Revit 2017 and ESR ArcGIS 10.X software
- Any camera/video or wireless features must be able to be disabled
- Unit storage device must be large enough to hold at least 1.5 hours of continuous data


The solicitation number for this acquisition is FA461319QA014; the NAICS is 334519 (Other Measuring and Controlling Device Manufacturing), and the small business threshold for this NAICS is 500 Employees. The proposed acquisition is 100% TOTAL SMALL BUSINESS SET ASIDE.


This acquisition will be competed using a written Request for Quotes (RFQ). All interest parties must provide a quote by the time specified below to the Government in order to be considered for award. Quotes shall include all data and information requested and shall be submitted in accordance with the instructions found in Instructions, Conditions, and Notices to Offerors section of the solicitation document. Non-conformance with the instructions may result in proposal being considered non-responsive and ineligible for award.


The solicitation is a competitive RFQ and award will be based on Simplified Acquisition Procedures found in FAR parts 12 and 13. Award will be made using the evaluation procedures found in FAR provision 52.212-2 Evaluation-Commercial Items of the solicitation.

No telephone or written requests for this solicitation package will be accepted. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE.


Proposals AND completed representations and certifications (if not available in SAM), are due by 4:00 p.m. Mountain Time on Monday, 2 September 2019.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Quotes need to be valid through 30 September 2019.**
