The USDA Forest Service, Northern Research Station intends to initiate a Request for Quote (RFQ) procurement action and award a negotiated, Firm-Fixed Price Construction Purchase Order to complete painting of interior offices, restrooms, common areas, and ceilings at the Wood Education Resource Center in Princeton, WV. The contractor shall provide all equipment, labor, materials, supervision and incidentals necessary to accomplish this task.

The acquisition will be solicited using the procurement processes prescribed in Part 12, Commercial Items; Part 13, Simplified Acquisition Procedures; and Part 15, Contracting by Negotiation per Federal Acquisition Regulations. The period of performance shall be 30 days from Notice to Proceed (NTP).


Disclosure of the Magnitude of Construction Projects (FAR 36.204): Between $25,000 and $100,000


Bid Bonds are not required. Per FAR 52.228-13 -- Alternative Payment Protections, the awardee will be required to submit a payment bond or irrevocable letter of credit (ILC) at 100% of the contract price within seven (7) days of award.


The Government will award the contract resulting from this solicitation to the responsible offeror whose quote, conforming to the RFQ will be the best value to the Government. The award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors (lowest price technically acceptable/LPTA). Proposals will be reviewed for completeness and evaluated for acceptability against the following evaluation factors:


(FACTOR 1) Price/Cost;
(FACTOR 2) Experience and Qualifications of Contractor and Key Personnel;
(FACTOR 3) Past Performance


All evaluation factors are approximately equal.

Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/ An electronic copy of Solicitation Number AG-3604-S-17-0023 will be posted on this site on or about 28 July 2017. No hard copies will be issued and no written or fax requests will be accepted. Quotes are due on or about 21 August 2017 by 11:00 AM Eastern Time. The NAICS Code for this project is 238320 with a size standard of $15.0 million. It is the contractor's responsibility to monitor FBO for any amendments. In order to receive the award, the contractor must be registered in the System for Award Management (SAM) www.SAM.gov as required by FAR 4.1102. Registration in SAM is FREE. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Davis Bacon Contract Act Wage Rates will be applicable. Award will be made as a whole to one offeror. This procurement is a Total Small Business Set-Aside.
