THIS OPPORTUNITY IS AVAILABLE ONLY TO ALL BUSINESSES. The Pittsburgh VA Medical Center is soliciting bids under Solicitation No. VA244-15-Q-0125 for the following: "The contractor shall provide all management, licenses, laboratory testing, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan at United States Department of Veteran Affairs VA Pittsburgh Health Care System (VAPHS) HJ Heinz Campus, Highland Drive Campus and University Drive Campus in a manner that will ensure the health and general well-being of medical system patients, visitors and staff. All infestations will be addressed until complete elimination of pests.

The plan must follow VHA guidelines, Environmental Management Services standard procedures, station policy and approved industry standards. The plan is to include facilities occupied and non-occupied/vacant structures, interior, exterior and grounds (acreage/open land/common areas) located on the three VAPHS campuses:

1.    University Drive    10 Buildings        992,402 Sq. Ft.      13.9 Acres
2.    HJ Heinz Campus    16 Buildings        653,239 Sq. Ft.      51.0 Acres
3.    Highland Drive    19 Buildings        752,326 Sq. Ft.    168.7 Acres


Contractor is to furnish labor and materials and perform work for the VA Medical Center in Pittsburgh, PA, in accordance with the SOW. The Solicitation documents will be available for download from the web https://www.fbo.gov on or about January 30, 2015. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the Interested Vendor Listing at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Interested Vendor List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the RFQ will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail or by email: carl.devitz@va.gov no later than Close of Business, December 5, 2014. No telephonic or fax requests will be honored. The NAICS Code 561710 with a small business size standard of $11 million will be utilized. Proposals are due NLT Friday February 13, 2015 at 3:00PM EST. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. This contract will have a base and four (4) option years. Offerors must be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov.
