NOTICE TYPE: Sources Sought Notices
SUBJECT: Air Force Reserve, Westover ARB, Chicopee, MA Integrated Solid Waste Management Services

This announcement serves as a Sources Sought notice issued for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation nor is this notice a request-for proposal. This office is NOT requesting a quote or proposal in response to this sources sought.
The intent of this Sources Sought synopsis is to identify small businesses capable of providing the services identified in the attach draft Performance Work Statement (PWS) and partly described below.
The Department of Air Force Reserve, Operational Contracting Office (439 CONF/LGC), Westover ARB, Chicopee, Massachusetts has a requirement to provide all supervision, personnel, equipment, transportation, material and other items and services necessary to perform Integrated Solid Waste Management services at Westover Air Reserve Base, Chicopee, MA 01022. This will include Municipal Solid Waste Collection, Recyclable Collection, Base Operating Recycling Center, Unscheduled Items Pick-up and Special Events, and Landfill Tipping Fees.
For the purpose of this acquisition, The North American Industrial Classification System (NAICS) code is 562111- Solid Waste Collection, and the applicable SBA size standard is $38,500,000.00 in average annual receipts. Department of Air Force Reserve is anticipating issuing a Firm-Fixed Price (FFP) contract for this procurement for a base period of one-year with four (4) one-year options for a total performance period not to exceed five (5) years.
THERE IS NO SOLICITATION AT THIS TIME. Interested small business sources, that qualify under the above NAICS Code as a small business, are hereby invited to submit a capability statement. The statements shall provide administrative information to include the following: Company name, title, mailing address, phone number, fax number, and e-mail of designated point of contact, business type and size (for the applicable NAICS 562111), DUNS number, Cage code, Business size and any/all socio-economic category(ies) for the identified NAICS code including small business, woman-owned, and economically disadvantaged, percent of work your company is able to perform, and any teaming. The subcontracting limitations are outlined in FAR 52.219-3, 52.219-14, 52.2`19-27, 52.219-29 and/or 52.219-30, as appropriate Each capability statement submitted should also demonstrate the firm's ability to perform the attached draft Performance Work Statement (PWS) and address the following:
1. Specific experience in the activities described in the draft Performance Work Statement (PWS);
2. State whether or not your company has a current contract for similar requirements to include Government contracts with Federal, State or Local municipalities.
3. If signifcant subcontracting or teaming is anticipated in order to delivery technical capability, organizations should address the administrative and management structure of such arrangements.
THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE. THERE IS NOT SOLICITATION AT THIS TIME. Submission of any information in response to the market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract.
All information submitted will be considered procurement sensitive, becomes Government property and will not be returned, but will be handled in accordance with applicable proprietary markings. Proprietary information, if any, MUST be kept to a minimum and MUST BE CLEARLY MARKED. Information which the respondent considers Proprietary Information pursuant to existing laws and regulations must be marked accordingly (See FAR 3.104-1 (3) & (4)). NO CLASSIFIED INFORMATION SHALL BE SUBMITTED IN RESPONSE TO THIS NOTICE.
The government will evaluate market information to ascertain potential market capacity to provide services consistent with those described in the item description of this notice. Based on the responses to this SOURCES Sought Notice/Market Research, This requirement may be set-aside for SMALL BUSINESS or procured through FULL AND OPEN COMPETITION in the future. Telephone inquires will not be accepted or acknowledged and no feedback or evaluations will be provided to companies regarding their submissions.
SUBMISSION INSTRUCTIONS: Interested parties who consider themselves qualified sources are invited to submit a response to this SOURCES SOUGHT NOTICE no later than Thursday 29 June 2017 at 12noon Eastern Daylight Savings Time (EDST). All responses to this Sources Sought Notice must be emailed to Theresa.Elkins@us.af.mil.
QUESTIONS REGARDING THIS SOURCES SOUGHT NOTICE SHALL BE SUBMITTED IN WRITING NO LATER THAN 22 JUNE 2017, 11:00AM EDST. ALL TIMES ARE STATED AS EASTERN.
