The Congressional Research Service (CRS), a service unit of the Library of Congress, is conducting market research to determine capabilities of interested offerors that can assist CRS with selecting and implementing an optimal Integrated Research and Information System (IRIS) for performing content management, authoring, workflow, meta-data enhancement, editing, and publishing capabilities, as well as research and analysis.


This notice is provided as a Request for Information (RFI) and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Although "proposal" and "offeror" may be used in this RFI, your response will be treated as information only. It shall not be used as a proposal. Information submitted in response to this notice will be for government planning purposes and may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an interested offeror's capability.

The Library anticipates solicitation and award of a single, definitive contract but reserves the right to solicit and award multiple contracts or orders if the results of this market research indicate that a combination of sources can more effectively fulfill future requirements than a single contractor.

NOTE: The Government intends to host an Industry Day to provide interested vendors with an opportunity to ask questions regarding this RFI and to see a demonstration of the Authoring and Publishing solution currently used by CRS.

INFORMATION REQUESTED

Part 1. Business Information.
1. Name of organization:

2. Past federal experience: Has the organization implemented an IRIS at other federal agencies? If so, identify the agency and provide the following information on similar installations completed in the last two (2) years:

a. Name of the client, point of contact phone number, and value of the contract.
b. Contract type (Firm Fixed Price, Time and Materials, etc.).
c. Description of project.

3. Capabilities: Describe your company's qualifications/skills that can assist in the implementation of an IRIS at organizations with significant legacy content as described in the RFI. This can include the following:
a. Previous experience implementing or assisting with installation of an IRIS.
b. Prior experience working with the Library of Congress in related field.

Part 2. Solution Recommendation.
1. Recommend a commercial item solution to achieve the capabilities stated in the RFI.

2. Specify if the recommended solution and virtualized environment is hosted and supported on premise.

3. Provide a general overview of your product/solution to include a list of features. Also include a drawing of potential system architecture and supported platforms.

4. Explain how you would customize the implementation of your product/solution for CRS. The implementation must support using the development, test, staging, and production environments. It must also support high-availability failover to an alternate data center as well as load balancing with multiple hosts to minimize downtime during maintenance and patching.

5. Provide an estimated price for the recommended solution(s) which includes the following elements:
a. Product implementation costs.
b. Required hardware and software and associated costs.
c. Product cost structure: separate cost estimate for on premise, including:
i. Licensing costs.
ii. Maintenance/upgrade costs.
iii. Initial and upgrade cost for customizations.
iv. Other applicable costs.
d. Initial and Ongoing training schedule and costs.
e. Product support costs for three (3) years post implementation and production.

6. Provide a set of best practices for a successful implementation.

7. Provide an estimated timeline for implementation based on the stated capabilities.

8. Provide a detailed list of what is needed from the Library of Congress to ensure a successful implementation.

9. Provide documentation that shows the solution adequately addresses Section 508 requirements (e.g., a completed GPAT, VPAT, or equivalent and supporting documentation).

10. At the government's request, would you be willing to demonstrate your solution at our location (e.g., participate in an Industry Day/Q&A session)?

11. At the government's request, would you be willing to allow government personnel to use a trial version of your product/solution? If so, for how long?

12. Provide a list of questions for the government to consider as we move forward during our evaluation.

Part 3. Additional Instructions
1. Page Limitations: The total page limitation for responses should not exceed fifteen (15) pages. The total page limitation does not include cost and Section 508 supporting documentations. Cost data and Section 508 supporting documentation have no page limitation.

2. Unnecessarily Elaborate Responses: Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this request for information are not desired. Elaborate artwork, and expensive visual and other presentation aids are neither necessary nor desired.
