This is a Sources Sought Notice Constitutes Market Research
This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to jose.campa@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
Department of Veterans Affairs, Network contracting Office (NCO) 17 for the Veterans Integrated Service Network (VISN-17), South Texas Veterans Health Care System, Audie L. Murphy VA Medical Center, Environmental Management Service, San Antonio, Texas 78229 is conducting market research to determine if there are sufficient number of qualified vendors to issue a SDVOSB/VOSB set aside. In accordance with the Veterans First Contracting Program, 38 U.S.C. 8127 & 8128 Implementation Policy and Procedures, we are seeking vendors in the following categories:
Service Disabled Veteran Owned Small Business (SDVOSB)
Veteran Owned Small Business (VOSB)

SDVOSB/VOSB shall be listed as verified on the Vendor Information Pages (VIP) database located at https://www.vip.vetbiz.va.gov/ in order to receive contract awards under the Veterans First Contracting Program. Any potential offerors must also be registered in SAM (sam.gov).
Potential contractors shall provide, at a minimum, the following:
1) Company name, address, point of contact, phone number, e-mail address, and DUNS number.
2) Anticipated North American Industry Classification System (NAICS) code is 561710, size standard is $11M.
3) Provide a brief capability and interest in providing services to all South Texas Veterans Health Care System (STXVHCS) locations listed in the description below with enough information to determine if your company can meet the requirement (Max 2 pages). The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the SOW. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation.

This is a sources sought notice only. The information gathered from this request is for information and planning purposes only and will not be released. This does not constitute a solicitation. No solicitation is currently published, pending, or available. If a solicitation is issued, it will be issued at a later date. Responses to requests for information are not offers and cannot be accepted by the Government to form a binding contract. Vendor participation in this response or any informational session is not a promise of future business with the VA. The Government is not obligated, nor shall it pay for any information received from potential sources as a result of this Sources Sought Notice.

Responses shall be submitted to jose.campa@va.gov no later than 1:00 PM CDT, Friday, May 31, 2019. Fax or telephone calls will not be accepted. Deadline for questions is Monday, May 27, 2019, 5:00 PM, CDT.
