SOURCES SOUGHT FOR FILLING INTEGRATED LIBRARY REQUIREMENT

This announcement serves as a Sources Sought synopsis issued for market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation or a request for quotations. Please DO NOT submit a quote or proposal in response to this synopsis. For the purpose of this acquisition, the North American Industry Classification System Code (NAICS) is 511210 and the size standard is $38.5M. The proposed contract will be firm fixed price. It is this agency's intention to do an unrestricted acquisition, unless enough qualified small businesses are located with serious intentions to propose on this requirement. Then, the requirement may be set-aside. All businesses capable of fulfilling this requirement are encouraged to send their information.


The purpose of this notice is to identify companies, in particular small business socio-economic categories, that are FedRamp compliant and capable of providing the following for the United States Air Force Academy, Colorado. The minimum requirements for this item are listed below:


The USAF Academy (USAFA) Libraries (McDermott Academic Library and USAF Community Library) require Integrated Library System (ILS) software for the core functions of: Cataloging, Circulation Control, and Online Public Access Cataloging (OPAC) with customizable Graphical User Interface (GUI). Additional capabilities required include: support for Course Reserves with independent control of the Circulation module, Acquisitions & Serials Control with Electronic Data Interchange (EDI), Authority Control, Backup (offline) Circulation, Digital Media Archive, reports, utility for importing Machine Readable Cataloging (MARC) records from Z39.50 sites, utilization of an Oracle database, VPN access for staff clients, and a Z39.50 server. The software must include all systems administration, data base services, data integrity, service maintenance, corrective and emergency maintenance, preventative maintenance, data file management, backup and recovery, adaptive and perfective maintenance, and technical support necessary to deliver a fully operational product.

Some data under this effort may be considered Personally Identifiable Information (PII), and as such is subject to Privacy Act protection measures prescribed in AFI 33-332, Chapter 6 "Protecting Records."

Personal Identifier-A name, number, or symbol that is unique to an individual in which can be used to trace an individual's identity, usually the person's name or SSN.
Personal Information- Information about an individual that identifies, links, relates, or is unique to, or describes him or her, e.g., SSN; age; military rank; civilian grade; marital status; race; salary; home/office phone numbers; other demographic, biometric, personnel, medical, and financial information, etc. Such information is also known as personally identifiable information (PII) (i.e., information which can be used to distinguish or trace an individual's identity, such as their name, social security number, date of birth, place of birth, mother's maiden name, or biometric records, including any other PII which is linked or linkable to a specified individual)
PII shall not be released either formally or informally to anyone without the written consent of the Government's Technical Point of Contact specified in section 2. Any data breaches shall be reported to USAFA staff within 24 hours of the incident.


Interested businesses shall provide the following information:


1. Company name, mailing address, cage code, DUNS numbers, point of contact, telephone number and e-mail address.


2. Business size status, e.g., 8(a), HUBZone, Woman/Women Owned or Service Disabled Veteran-Owned, small business, large business, etc.


3. Status of FedRamp Compliance as of 2 Feb 2018.
