THIS IS A REQUEST FOR INFORMATION (RFI) REFERENCE NUMBER W36N327073KE02. The purpose of this RFI is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement for an integrated library system, and library management system service. The information sought herein shall not be construed as a request for quote (RFQ) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. Current market research shows that there is only one vendor capable of fulfilling the requirement however, it is the Government's intent to include responses to this RFI when making its final determination to negotiate on a sole source basis.

REQUIREMENT: The United States Army Special Operations Command (USASOC) has a requirement for:
A non-personnel services contract to provide all integrated library system (ILS) and Library Management System (LMS) Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.


The contractor shall provide all integrated library system (ILS) and library management system (LMS) services for the United States Army Special Operations Command (USASOC) Center of Excellence (CoE) Library. The contractor shall ensure LMS services are installed at the Marquat Memorial Learning Resource Center (MMLRC) and Joint Special Operations Medical Library (JSOML) and properly functioning by 01 May 2017 and continue through 31 March 2018; one option service year added. The contracting service shall perform to the standards of this contract.


USASOC CoE Library uses ILS/LMS services in order to efficiently catalog, circulate, acquire, and conduct serials management to the Machine Readable Cataloging (MARC), Library of Congress standard. In addition, USASOC CoE ILS/LMS services pair with the Online Computer Library Center (OCLC) to conduct inter-library loans and records look-up throughout the world. ILS/LMS services paired with OCLC have been in use at USASOC Center of Excellence Library since 2001 with approximately one-hundred thousand records in database.


Provide relational database for records; software for access, edit, and management of database; two user customizable interfaces: front end patron and back end staff; and functional modules for acquisition, cataloging, circulation, serials management, inter-library loan, digital services management, and other basic module modes.


INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Please do not submit classified material. Contractors interested in providing this service should be registered in the System for Award Management (www.sam.gov). Contractors responding to this Sources Sought are asked to provide the following information: company's full name and address, DUNS number, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a large, small, small-disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, historically black college or university and/or minority service institute), address, and a point of contact. Respondents should advise the Government of pending changes in the business size status. In addition, any additional documentation. To be considered, any such documentation shall be submitted in writing by 30 March 2017 at 12:00pm EST.


FINAL DETERMINATION: Provided no other interested sources with the capability to fulfill this requirement are identified, the U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with The Library Corporation, PO Box 1610 Inwood, WV 25428.


Responses shall be submitted electronically via email to rowena.godaire@socom.mil. All responses shall be submitted by 12:00 PM EST on 30 March 2017 and shall include reference number W36N327073KE02 in the subject line and submission documents. Respondents are cautioned that due to file size limitations and e-mail security protocols, there is a risk that not all correspondence will be received by this office. It is the interested parties' responsibility to ensure receipt of all e-mail and faxed correspondence. If receipt has not been acknowledged within 24 hours, please contact the Contracting Office at 910-432-5262.


Respondents will NOT be individually notified of the results however, if the final determination results in the verification of a sole source negotiation, the properly redacted Justification and Approval will be posted to the FBO site within 10 days of contract award.
