The Bureau of Land Management (BLM), Oregon State Office intends to award one (1) firm fixed price services blanket purchase agreement for Integrated Invasive Plant Management Services located within Oregon as a sole source to the State of Oregon as authorized by statute pursuant to FAR subpart 6.302-5, under the Consolidation Appropriations Act, 2014, PL 113-76 and the Agricultural Act of 2014, PL 113-79 which limits eligibility of authorized restoration services to the Governor of a State. Coordination and execution of Statewide Integrated Invasive Plant Management Services including but not limited to EDRR (early detection rapid response); inventory; treatments using biological, chemical, manual, and mechanical methods; outreach and coordination; monitoring; data management; tech transfer and revegetation. The performance period is from date of award through May 31, 2023. The NAICS code is 115115 and the small business size standard $15M. All eligible, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be received by 12:00 PM PST, August 16, 2018 in order to be considered. Email responses to Kevin D.
