SOURCES SOUGHT SYNOPSIS
This announcement constitutes a Sources Sought Synopsis/RFI. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; and while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. This information will be reviewed and will be used to develop the acquisition strategy and possibly a Request for Quotation.
Market Research is being conducted to seek qualified contractors with the skills, knowledge, and resources required provide the requirement listed below, on behalf of Navel Special Warfare (NSW).
Description of Requirement
This purpose of this requirement is to provide administrative, operational, technical and logistical support services to maintain and improve an existing Integrated Electronic Security System (IESS). This IESS capability provides the physical security and force protection of personnel and equipment assigned to the NSW Command elements and supporting activities within the Virginia Hampton Roads/ Tidewater Region.
Sources should include information concerning any current Defense Security Service (DSS) Facility Clearance Status/Level, the date obtained, their Facility Security Officer Name and phone number, and identify their servicing Defense Security Service (DSS) Field Office, with a POC, location, and phone number.
This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. The North American Industry Classification System is 561621 and the size standard is $12.5 Million. Interested organizations may submit their capabilities, and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. EST on 22 February 2019. Such information will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
Sources shall include in their information, a detailed capabilities statement describing their experience in providing the same or similar services described in this notice, a point of contact with phone and e-mail information, their respective business status (i.e. 8(a), HUBZone, Service-Disabled Veteran-Owned Business, etc.), business size based on NAICS 561621, and a positive statement of interest to submit a proposal. This request for information is not a commercial solicitation. The Government will not pay for the preparation, submission expenses, nor any costs associated with providing the information.
