The Office of Purchasing & Contracting on behalf of two separate agencies of the State of Vermont, the Public Service Board (Board) and the Department of Public Service (DPS) (collectively the Regulators), is soliciting competitive sealed, fixed-price proposals (Proposals) for a web-based enterprise-capable Commercial Off The Shelf (COTS) integrated electronic filing, case management, and document management system (the Work) from qualified offerors. This solution could be either an installed solution in the State's Enterprise Data Center or Software as a Service (SAAS) or a cloud-based solution.
