The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate on another than full and open competition basis with EMD Millipore Corporation, 400 Summit Drive, Burlington, MA 01803 to procure a one (1) SMCxPRO Immunoassay System that includes the instrument, laptop, SMCxPRO acquisition and analysis software, all require cables - #95-0100-00, SMCxPRO installation and IQ/OQ service - #96-2012-00, SMCxPRO Training -Systems/Software Only 1-day - #96-2022-00, SMCxPRO Logistics Fee - #96-2026-00, Mag Plate Assembly, BioTek - #90-0002-02, Vacuum Regulator Assembly - #90-0004-00, Singulex Automation Optimization - #96-0019-00, and SMCxPRO 384 well plate with 2 plate seals and plate holder - #02-1003-00. The following Essential Service Plan as an Option that will start one (1) year from shipment of products: SMC 5 Set Calibrators - #02-1001-00, Essential Onsite Calibration SMCxPRO - #96-2002-00, SMC Travel Zone 1 - #96-1000-00, and SMCxPRO Preventative Maintenance (PM) Kit - 96-2021-00. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1).
Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.
Delivery to Bethesda, MD 20892 approximately 4 to 6 weeks after receipt of award.
The NIAID requires an immunoassay system SMCxPRO that will allow researchers to accurately and precisely quantify low abundance biomarkers at ultrasensitive levels for the processing of experimental samples. The SMCxPRO Immunoassay System by EMD Millipore is similar to the Singulex Erenna Immunoassay System in current use. Singulex instrumentation has been acquired by EMD Millipore, and they are the only known vendor to offer equipment similar to the required SMCxPRO Immunoassay System. To purchase another immunoassay system that is not similar to the Singulex Erenna would mean the Government would have to start the vaccine process from the beginning, which will be very costly.
The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same or similar equipment may submit a response that could be considered by email (subject line to reference NIAID-NOI-18-1906434) to Tonia Alexander at talexander@niaid.nih.gov, by 3:00 pm eastern standard time Wednesday, May 30, 2018. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
