Instrumentation for Elemental Analysis of Fuel Samples following ASTM D5291

The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires an instrument to perform ASTM Method D5291, ?Instrumental Determination of Carbon, Hydrogen, and Nitrogen in Petroleum Products.? This analyzer shall be capable of determining the total concentration of carbon and hydrogen concurrently in laboratory samples of fuels including gasoline and gasoline-blend. The instrumentation shall include an integrated microbalance for accurate sample weighing as well as equipment to properly seal and handle volatile samples. This acquisition will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516.
For the methods and equipment specified, the contractor shall have total system responsibility, which shall include all phases of the project, design/configuration, assembly, integration, quality assurance, delivery to the EPA-NVFEL, installation, calibration, commissioning, acceptance testing, and documentation. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for ISO 17025 certification.
Award will be made on a ?Lowest Price Technically Acceptable? basis. The solicitation will be posted to the FedConnect website (https://www.fedconnect.net/) on or about Feb. 4, 2015.
