The contractor shall provide a curriculum, doctoral and graduate-level academic instructors, support personnel staff, equipment, supplies, educational materials (i.e. tables, chairs, Wi-Fi internet, workbooks, handouts, audio-visual equipment etc.), facilities providing adequate classroom space for approximately 40 students for an eight-hour business day during a three-day course twice per year, supervision, other items and non-personal services to effectuate the RLDP-P in order to educate a select cohort of officers and non-commissioned officers, warrant officers and civilians in strategic leadership, critical and creative thinking, introduction to policy, partnerships, and complex systems specific to the United States Pacific Command (USPACOM) Area of Responsibility (AOR). The course consists of the following:

RLDP-P Program Instruction - focuses on strategic/national level understanding of policies and laws that influence the Regional Security relationship in the Indo-Asia Pacific AOR.

RLDP-P Program Immersion Travel - focuses on the application of the Program Instruction provided to each student with an opportunity to apply acumen with real world training exercises that take place in the Indo-Asia Pacific AOR (i.e. Australia, Singapore, Vietnam, Japan, Korea, Timor Leste, and Thailand).

RLDP-P Program Capstone Project - focuses on providing academic guidance in the development of academically rigorous group research project through the facilitation of five hours of PhD level guidance and grading for the CAPSTONE Project, with the potential to be published in a professional journal. The contractor shall provide a grading rubric for review and approval to the Contracting Officer Representative (COR) prior to start of the three-day course of instruction.

All potential vendors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, SAM, lack of registration in the System for Award Management (SAM) will make an vendors ineligible for contract award.

The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 611710 Educational Support Services. The size standard for NAICS 611710 is $15 Million. The estimated start date is 01 Sept 2018. The Government is anticipating a term of base period of 01 Sept 2018 - 31 Sept 2019 plus 2 pre-priced 12 month option years.
