THIS IS A SOURCES SOUGHT NOTICE ONLY: This is a sources sought notice for market research only to determine the availability of Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources having an interest in and capable of providing the full range of services described below. Responses should be provided via email to Surella.tracy@va.gov no later than 2:00pm central time on June 28, 2017. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Please clearly identify any information to be considered sensitive or proprietary. Respondents will not be notified of the results of the market research. THIS IS NOT A SOLICITATION FOR PROPOSALS
The Applicable North American Industrial Classification System (NAICS) code to be utilized for this acquisition will be 611430 Professional and Management Development Training) and the small business size standard applicable is $11M.
Interested capable sources responding to provide:
1) Company name, address, point of contact, phone number, e-mail address, and DUNS number.
2) Type of Business: (Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) under (NAICS) code 611430 Professional and Management Development Training) which contains a small business size standard of $11M.
3) Detailed information showing the specifics of the tentative proposed course training anticipated to meet the requirements of the Veterans Healthcare System of the Ozarks (VHSO). At a minimum provide course title, objectives, curriculum and length. Proprietary information, if any, should be minimized and must be clearly marked.

STATEMENT OF WORK
Veterans Health Care Systems of the Ozarks (VHSO)
Fayetteville, Arkansas
1.0 BACKGROUND
The Veterans Healthcare System of the Ozarks (VHSO) is in need of training services for approximately twenty (20) full time employees in positions requiring foundational and fundamental knowledge enhancing use of resources and decision-making. The Department of Veterans Affairs requires stewardship of taxpayer dollars with up to date training and guidance specifically in using the Government Accountability Office (GAO) Principles of Federal Appropriations Law.
This developmental training assists VA in achieving mission critical goals and objectives and is applicable to VA employees holding positions that certify funding availability, approve requests, and participate in decision making using appropriations in the Federal Government, including; budget analysts, accountants, auditors, contracting officers, purchase card holders and approving managers, certifying officers, program managers, and executive leadership.

2.0 SCOPE OF WORK
The Department of Veterans Affairs, Veterans Healthcare System of the Ozarks (VHSO), seeks a contractor to provide Course Instructor and course materials to teach one of the following sessions in Fayetteville, Arkansas:
a. Two (2) four (4) day Instruction for Federal Appropriations Law Sessions offering 32 Continuing Professional Education (CPE) for approximately twenty (20) employees each
or
b. Two (2) four (4) day Introduction to Federal Appropriations Law Training Sessions offering 32 Continuing Professional Education (CPE) for approximately twenty (20) employees each
2.1 Course Learning Objectives:
Understand the Life Cycle of an Appropriation
Identify Purpose, Time, & Amount as it pertains to an Appropriation
Avoidance of Anti-Deficiency Act Violations
Recognition of Obligations of Appropriations
Identifying the replacing and modifying of Contracts
2.2 Course Requirements:
Requirement 1: The course information shall be presented four (4) days, offering 32 Continuing Professional Education (CPE).
Requirement 2: The course shall provide participants thorough understanding of how to properly administrate the use of appropriated funds to the VHSO.

Requirement 3: The training course shall should provide knowledge based on an understanding of Government Accountability Office (GAO's) Principles of Federal Appropriations Law (Red Book).
Requirement 4: This course shall provide an introduction and overview of fiscal terms, principles, concepts, and standards.

Requirement 5: The training course shall focus on basic practices in the federal government, including an introduction to the Legal framework, Basic Concepts, and Relationships between Appropriations.

2.3 Applicable Directives: GAO's Principles of Federal Appropriations Law (Red Book)

2.4 Specific Tasks: Training shall occur from 8:00a.m. to 4:30p.m., with a one-half hour lunch, and two 15 minute breaks.
3.0 PERIOD AND PLACE OF PERFORMANCE
3.1 Period of Performance
a. The two - four (4) days of training sessions shall be completed prior to 9/29/17.
b. The contractor shall coordinate with the Contracting Officers Representative (COR) to assure availability of suitable classroom.
c. The Contractor shall be flexible on the dates should a change arise and the government understands that the Contractor needs enough time to make travel arrangements and proper planning. Each shall work together to satisfy all requirements.
d. Payment for the training shall be in arrears of services.
3.2 Place of Performance: All sessions shall be provided in Fayetteville, Arkansas. Training space to be provided by Veterans Health Care System of the Ozarks (VHSO), Fayetteville, Arkansas.
4.0 DELIVERABLES

4.1 Deliverables

a. The Contractor shall provide sufficient classroom materials for each student. Materials must facilitate adequate learning and allow students to fully participate in the course.

b. The Contractor shall provide student material that at a minimum include training material by book or CD, exercises, student assessment tools, evaluation form, and a Training Certificate reflecting credit hours and continuous professional education hours Continuing Professional Education (CPE) for each student who successfully completed the session.

6.0 TYPE OF CONTRACT: This is a firm fixed priced contract.

7.0 TRAVEL

Travel cost of Instructor is not a severable reimbursement and will be included in the total cost of the contract.
