The Office is initiating this RFP to solicit proposals from Vendors interested in participating in a statewide pilot to provide an instructionally supportive student assessment (ISSA) system that uses a web-based platform and includes formative, interim, and summative assessments. The pilot project is designed to comply with legislative direction, outlined in Engrossed Substitute Senate Bill (ESSB) 5414, requiring the Office of Superintendent of Public Instruction (OSPI) to redesign Washington’s student assessment system to support improvement in classroom instruction. ESSB 5414 is codified in RCW 28A.300.041.
The RFP shall be conducted in two phases: (1) Agency evaluation of the efficacy of two instructionally supportive student assessment systems that use a web-based platform in a pilot project amongst select state schools; Vendors not selected for this phase should consider themselves dismissed from further solicitation activities associated with this RFP, and (2) Upon conclusion of the pilot and analysis of collected data and feedback, the Agency shall determine whether to award one or more contracts to Vendors for long-term use of one of the instructionally supportive student assessment systems for implementation as part of the Washington’s student assessment system redesign. The ultimate purpose of this RFP is to identify an ISSA system with on-line data management and analysis tools, an on-line source for lesson plans and other instructional resources that will be appropriate for classroom use across the state. The Reading and Mathematics item bank within this instructionally supportive student assessment system must: Be appropriate for assessing student knowledge and skills in the content areas of Mathematics and Reading; Cover grade levels K-12; and Be able to create formative and interim assessments in Mathematics and Reading in alignment with Washington State standards.
The item bank must also align to the grade level expectations and performance expectations for K-12 as demonstrated in Exhibits A and B
