PHMSA is seeking a contractor with the professional and expert understanding, with the systematic approach to training, of the Analysis, Design, Development, Implementation, Evaluation (ADDIE) training methodology, and for this methodology to be executed within the TQLM framework. See Attachments A and B for details of the requirement. In addition, the contractor must have the expertise and service capabilities to design, develop, and implement training courses to support PHMSA's compliance with the MAP 21 Act of 2012, section 33008 and PIPES Act of 2016, Section 4(b)(4), Section 12, Section 9(a)(3), and Section 21(b)(1)(D). Also, the requirement includes the development of a training system authorized to grant continuing education units (CEUs), certify qualification programs, and award college credit for offered courses.
