 IAW Federal Acquisition Regulation (FAR) 5.207 (16) (ii) any responsible source may submit a capability statement, proposal, or quotation that the agency shall consider.

Naval Surface Warfare Center, Port Hueneme (NSWC PHD), located at Naval Base Ventura Country, CA,  intends to award a sole source contract to VT MILCOM INC. for the installation of Optical Dazzling Interdictor, Navy (ODIN) Non-Permanent Change (NPC) on two (2) Arleigh Burke class ships in quarters one and two of fiscal year 2020. The associated J&A will be posted within 14 days after contract award per FAR 6.305 (a). This requirement is not set aside for small business.

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, VT Milcom Inc., 448 Viking DR STE 350 Virginia Beach, VA, 23452-7397, under the authority of FAR 13.106-1. This is being sole sourced because VT Milcom Inc. has the extensive knowledge and manpower to perform the installation and satisfy the agency needs. All responsible sources may submit a capability statement which shall be considered by the agency. A determination by the Government not to compete with this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR part 15.

A projected Request for Proposal; release date for this effort is estimated to be no sooner than 15 calendar days after this notice of the contract action. It will be directed solely to the prospective source identified above.
