THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being published in accordance with FAR Part 15.201(e) and is being issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. Responses will assist the Government in determining interest and capabilities of potential sources. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential Offerors to monitor these sites for additional information pertaining to this requirement.
Requirement: The Department of Homeland Security (DHS), United States Coast Guard (USCG) in support of the Command, Control, Communications, Computers and Information Technology Service Center (C4IT SC), C4IT Service Center Acquisition Office, Command, Control, and Communication Engineering Center (C3CEN) is seeking to gain knowledge of the interest and capabilities from industry that can be used to satisfy the USCG requirement for support services of Installation, Logistics and Management Services (ILMS) II. The ILMS support services program will provide the means for the USCG to procure the services and materials required to deploy and sustain C4IT systems developed through other contracts.
The required support services shall include, but not be limited to, the following:
(a) C4IT System Documentation Support;
(b) C4IT System Preventive, Corrective, and Adaptive Maintenance Support;
(c) C4IT System Time Compliance Technical Order (TCTO) Support; and
(d) C4IT System Field Support. The services are to be performed aboard U.S. Coast Guard (USCG) vessels/cutters and at USCG shore facilities within the continental United States (CONUS) and at USCG units located outside the continental United States (OCONUS), including Alaska, Hawaii, Guam, Puerto Rico or Bahrain on an as-needed basis. This is a follow-on requirement.


The DRAFT Scope of Work statement is being posted to allow review by prospective Offerors. It is the Government's intent to procure the above mentioned services under a multiple award, indefinite delivery indefinite quantity (IDIQ) 8(a) contract as these services have historically been successfully performed by 8(a) companies. It is the Government's intent to award up to three (3) awardees, consisting of an 8(a) prime and supporting sub-contractor team. The period of performance will be sixty (60) months. The applicable North American Industry Classification System (NAICS Code) for this requirement is 541330, Other Computer Related Services. Contractors doing business with the Government are required to register in the System for Award Management (SAM) database before they can be awarded a contract. Submission of Information: Interested parties are encouraged to submit a yes or no response, indicating that the company has the interest and capabilities to satisfy the requirements. Specifically, any interested parties are requested to provide the following information:
(1) Name of Company and DUNS number;
(2) Point of contact and phone number;
(3) Size of Business according to NAICS Code;
(4) Security Clearance Level and Facility Clearance Level; and


All comments/questions/concerns are encouraged and should be sent in writing to the Contract Specialist, Paulette L. Wilson, at paulette.l.wilson@uscg.mil by 2:00 PM EST on August 31, 2017. Upon receiving feedback, the Coast Guard will assess all input and its impact on the development of the final scope of work.
