The United States Coast Guard, Civil Engineering Unit - Providence, has a construction requirement to Install Standby Generators at USCG Air Station Borinquen, Borinquen PR.

This synopsis is issued in accordance with FAR Parts 5, 14 and 19. This acquisition is a 100% HUB Zone Small Business Set-Aside. The applicable NAICS Code is 238210 - Electrical Contractors and Other Wiring Installation Contractors, with a Small Business Size Standard of $15.0 Million. The Product Service Code is Z2FA, Repair or Alteration of Family Housing Facilities.


The estimated cost range of this project is between $1,000,000 and $5,000,000.


The period of performance is 150 days.


Solicitation packages will be available on or about 03 January 2019. The tentative date set for bid opening is 05 February 2019 at 2:00 p.m. 

BID OPENING IS CHANGED TO 19 FEBRUARY 2019 at 2:00 p.m. local time at Warwick, RI. 


This solicitation is subject to the availability of funds. Award will not be made until funds are available. The Government reserves the right to cancel this solicitation at any time.

Base Scope of Work:


Contractor shall provide all labor, materials, equipment, supervision, transportation, and disposal to install approximately 130 residential style, liquid propane (LP) fired standby generators ranging in size from 16KW-30KW, 120/240V, single-phase units for CG housing. Also included are new transfer switches, propane tanks ranging from 250 US Gallons to 500 US Gallons, and concrete foundations for the generators and tanks. There will be trenching/excavation of earth for underground conduits between each house and the standby generators/propane tank location (approx. 10-15 feet from the house).


The location of work is USCG Air Station Borinquen, Borinquen, PR.
