This is a Combined Synopsis / Solicitation for commercial services in accordance with the information in Federal Acquisition Regulation (FAR) part 12 and 13 as supplemented with the additional information included in this notice. This announcement constitutes only the solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available.

The Naval Facilities Engineering Command (NAVFAC) Newport, Acquisition Department, Newport, RI. intends to award a Firm-Fixed Price (FFP) contract for the installation of insulation around 6-inch chiller lines in Newport, RI. in accordance with the attached statement of work and other documents.

The Naval Facilities Engineering Command Mid-Atlantic requests responses from qualified sources capable of providing the work described within the attached documents.


The attached solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 (effective 19 January 2017) and DFARS Publication Notice 20161222 (effective 22 December 2016). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The NAICS code is 238290 and the Small Business Standard is $15M. The proposed contract is 100% set aside for small business concerns.

If not already attached, an amendment will be posted with site visit date and information.

The U.S. Department of Labor Wage Determination is attached and applies to this requirement.

All responsible sources may submit a quote by email to the person listed within this announcement.
Late quotes will not be accepted. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency.

Potential vendors are hereby notified that and subsequent amendments to will ONLY be available for downloading at the NECO Website: https://www.neco.navy.mil or http://www.fedbizopps.gov.

By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.
Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.

Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
