Mission and Installation Contracting Command (MICC) Fort Hood is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bid (IFB) firm fixed price construction contract to install Fire Suppression System at building 121 located on Fort Hood, Texas. This acquisition is 100% set aside for Women Owned Small Business (WOSB) set aside under NAICS 238220 (Size Standard $15 Million). The magnitude of the procurement is estimated to be between $250,000.00 and $500,000.00.


The purpose of this project is to demolish walls and existing sprinkler system within the facility in preparation for the new tenant. Also included is the replacement of one door, removal of many doors, and the installation of a new fire suppression system and mass notification/fire alarm throughout the facility. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Hood Military Installation, at Fort Hood, TX. The Wage Determination: General Decision Number: TX180279 07/06/2018 TX279; Superseded General Decision Number: TX20170279; State: Texas; Construction Type: Building; County: Bell County in Texas, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $54,717.00. Performance and payment bonds must equal 100 percent of the original contract price. A tentative organized site visit will be conducted for this procurement to be determined (TBD). Details of that site visit will be available in the solicitation.


The tentative dates for issuing, the solicitation is 24 August 2018, bid opening 21 September 2018 and completing contract performance 120 days after notice to proceed under solicitation number W91151-18-B-0042. The technical exhibits will be available for inspection without charge thru the Federal Business Opportunity (FedBizOpps) at https://www.fbo.gov . No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://www.sam.gov to receive a government contract award. Bidders shall register in SAM as well at https://www.sam.gov . Online Representations and Certifications Application (ORCA) must also be current to qualify to receive a contract award. Bidders shall register Representations and Certifications at http://orca.bpn.gov.
