Inspector General Electronic Learning (IGEL)
The Washington Headquarters Services (WHS), Acquisition Directorate (AD), intends to award a sole source contract to Skillsoft Corporation, 107 Northeastern Blvd, Nashua, NH 03062-1916, under authority of FAR 8.405-6, for general contract courseware and learning management system (LMS) for the Inspector General Electronic Learning (IGEL) Program. IGEL is currently used by approximately 1,660 DOD OIG employees to satisfy mandatory and professional development training needs. This online training database system provides a complete library of courses, including those required by the DoD OIG Federal Criminal Investigators and Auditors that are shared among Federal agencies. The anticipated period of performance will include one 12-month base period and three 12-month option periods.
This is not a request for competitive proposals. No solicitation will be issued. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. All submissions must be received by the response date and time of this notice, 13 Jun 2014, 2:00 PM (EST). The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
