The purpose of this Invitation for Bid (IFB) is to solicit responsive, responsible bids for the telecommunications services
identified herein as the Inmate/Ward Telephone System 2 (IWTS 2) that will lead to the award of the IWTS 2
Agreement (the Agreement).
This IFB establishes the minimum telecommunications system capabilities, services and provisioning requirements and
selection criteria for the evaluation and selection of competitive offers from qualified telecommunications services
firms.
