Presolicitation Notice for Initial Military Training Support Staff (IMTSS) at Fort Bragg, North Carolina

This is a Pre-solicitation notice that The Mission and Installation Contracting Command Center- Fort Bragg (MICC-FB) received a requirement from Untied States Army Reserve Command (USARC) to procure Initial Military Training Support Staff (IMTSS). The IMT staff analyze, interpret, recommend and implement personnel systems, schedule and track officers and warrant officers to attend basic branch training, manage budget, produce orders and renegotiate enlisted Soldier contracts as needed. The scope of the requirement include but not limited to identification of eligibility to current and future promotional programs, training seat requirements, and management of Soldiers (enlisted, warrant officers, and officers) in the recruitment and training pipeline. The IMT team currently supports approximately 2,000 Soldiers.


The anticipated period of performance for this requirement will consist of a 12 month base period of performance (which includes one (1) month phase-in period), and two (2) one (1) year options. The phase in will start 19 OCT 2018. The base period of performance will be 19 NOV 2018 to 18 NOV 2019. All options will be evaluated in accordance with FAR 17.206(a).


The Government intends to award a firm fixed price type contract for this requirement. This acquisition will be solicited as a Women Owned Small Business, set-aside, under National American Industry Classification System (NAICS) code 541611, Administrative Management and General Management Consulting Services with a small business size standard of $15M.


The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation will be available on or around 31 July 2018. When the solicitation is issued, it may be downloaded by accessing https://www.fbo.gov.


Potential offerors are responsible for monitoring this site for release of the RFQ package and any amendments. No paper copies of the RFQ will be mailed and telephone requests will not be honored. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.sam.gov.
