The City invites qualified consulting teams with
experience in the formation and implementation of Mello-Roos Community Facilities Districts to submit a written response to this Request for
Qualifications/Proposal (RFQ/P). This request may result in contracting
with an experienced Financial Consultant for the exciting opportunity to
work with City staff and the community in forming a Community Financing
District (CFD) that will establish a financing mechanism for the future of
the Riverbank Army Ammunition Plant (RAAP) site.
