The Naval Research Lab (NRL) in Washington, DC intends to negotiate a Firm, Fixed-Price (FFP) type contract for an Infrared Imaging System and Camera.  This award will be made to the offeror who represents the best overall value (Lowest Price Technically Acceptable approach) to the government.
