The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks Cooperative Research and Development Agreement (CRADA) Partners in the area of software analysis. NSWCDD has developed metrics which have proven useful in identifying specific software characteristics of interest both for assessment of unknown legacy code and detection of defects and features within code already under development. These metrics are based on a framework which performs a pseudo-compilation process, including linking of program elements, as opposed to traditional static analysis methods. These metrics have been developed only as a prototype Technology Readiness Level (TRL)-6. NSWCDD is seeking partners that possess the expertise, capabilities, facilities, and experience in the area of software analysis tools to aide in the further development and improvement of the metrics for use by Navy in assessing software quality and structure. This notice serves as sources sought synopsis seeking information from companies capable of supporting these metrics and engaging in the development and improvement of the metric algorithms. Any company that believes it has the ability to support and develop these metrics can identify its capabilities by submitting the information to Naval Surface Warfare Center, Dahlgren Division, Brian Dillon, Code V53, 17214 Ave B Suite 122, Dahlgren, VA 22448, or brian.s.dillon@navy.mil. The information submitted should include a capabilities statement and relevant intellectual property in the area of software analysis. Responses are requested by July 30, 2017. After reviewing the responses, NSWCDD may request a meeting or teleconference with responding companies to gain further insight into their capabilities. NSWCDD is not obligated to hold these meetings with any or all respondents. If NSWCDD decides to meet with a company, it will only meet with those that responded to this notice. NSWCDD will not reimburse costs for participation in these meetings or teleconferences. NSWCDD does not intend to pay for the information received. This is neither a Request for Proposals nor an announcement of a forthcoming solicitation. Information received will be considered solely for the purpose of selecting a CRADA Partner having the ability and capability to Partner with NSWCDD.
