This is a pre-solicitation notice for solicitation W91151-13-R-0043 for Information Technology Support Services at Fort Hood, Texas. The solicitation is tentatively scheduled for release on or around 4 March 2014. The solicitation will be available for download at the Army Single Face to Industry website at https://acquisition.army.mil/asfi/. No paper copies of the solicitation will be mailed and telephone requests will not be honored.
FAR Part 12, Acquisition of Commercial Items will be used in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in FAR Part 15, Contracting by Negotiation. This procurement is set-aside for 8(a) small businesses. All responsible and responsive proposals will be considered for award.
A brief synopsis of this new requirement extracted from the Performance Work Statement (PWS) is as follows: The Contractor shall provide all personnel, management, supervision, labor, tools, equipment, materials, and transportation, not identified as Government Furnished (Section3), necessary to perform the services detailed in this Performance Work Statement (PWS). The scope of this contract includes Inside Plant (ISP) Operations, Outside Plant (OSP) Operations, Customer Service Desk (Tier I), Customer Service Support (Tier II, Tier III maintenance support), information assurance, patch management, telecommunications support, business services support, infrastructure documentation, server applications support, web/portal services support, network management support, and integration of said functions necessary to provide the Fort Hood Network Enterprise Center (NEC) and all units under the Fort Hood NEC purview, service support as defined in this PWS and task orders issued hereunder. Service Support will also include systems management; operations, maintenance, information system engineering (to include development of new technology and equipment bill of materials), and information systems security/information assurance in support of current IT initiatives. In addition, Service Support shall include technical support of designated unit exercises, in preparation for Fort Hood deployments, and operational tests in which the NEC's participation is required.

The period of performance for this acquisition is anticipated as follows:
Phase In: 1 May 2014 - 31 May 2014
Base Period: 1 June 2014 - 30 April 2015
Option Year 1: 1 May 2015 - 30 April 2016
Option Year 2: 1 May 2016 - 30 April 2017
